We characterize the L-3 Services Inc. quality system as "Confirmed Quality" -- meaning quality that is confirmed, audited, monitored and disciplined, from the quality policies established by executive management to the standard operating procedures (SOPs) and process instructions (PIs) followed by all employees throughout L-3 Services Inc.  Regardless of type of product or service, we universally define quality as "Conformance with Specifications."  This is a measurable approach to quality assessment that complies perfectly with ISO 9001:2000.  With this understanding of what quality really is (as opposed to subjective evaluations): we build quality into our products and services, through consistent application of the following principles:

  1. Absolute clarity of task specifications and goals
  2. Comprehensive and precise planning, including SOPs and PIs
  3. Training and formal qualification of employees for the tasks they will perform
  4. Process discipline, confirmed by audits, evaluations and trending
These four principles apply to engineering design and development as well as to production, installation, modernization and life-cycle support, and they will minimize costly delays and rework.   Yet, the execution of an optimal quality program for custom software development, for example, holds different challenges (and opportunities) than a long-run production order for mechanical parts.   For this reason, we generally assemble and issue Quality Assurance Workbooks for use by line managers and individual workers in the execution of specific task orders.  These workbooks collect all relevant quality information, specifications, standards, SOPs, forms and references in one place, easily accessible to all concerned with each task order, thus avoiding delays in production and attendant costs.  Each such QA Workbook (an application of our "comprehensive planning" principle) contains all the performance tests, inspection criteria and other standards by which product conformance to specifications will be measured and recorded for later reference, if necessary.  For SEAPORTe, relevant policies, procedures, handbooks, and methods will be available via on our web-based Distributed Management System (DMS). L-3 Services Inc.'s documented, mature, and proven quality management policies, principles and practices will provide to you the same "Confirmed Quality" that we have given many Navy organizations.
